Force-acquire functionality added to execution gate for backfill syncs

Backfill process can now override stale syncs to maintain functionality.

Changes

• Implemented force-acquire for execution gate when normal sync exceeds 120 seconds.
• Prevented backfill button from being blocked by prolonged network errors or slow API responses.
• Enhanced sync reliability by allowing backfill to override stale sync conditions.
